As the person who first put the "resistance to precognition there", I believe it can at most be expanded into yet another resistance, still limited, to fate manipulation.
Other fortunetellers such as Rose could indeed predict future.
I interpreted Menat's statement as fighters having a strong enough willpower to stray out of what Bison calls a fixed line, but they aren't totally unaffected by it nor impossible to predict.

There are no showings of a resistance to fate manipulation. "Fighting against fate" implies the ability to manipulate fate as a static phenomenon, not resist your fate being manipulated by external factors. Especially considering this is the reason that precognition doesn't work. They are changing what will happen next. "Limited Fate Manipulation" seems more accurate than even a minor resistance.

When I originally made this CRT it was to give fate resistance, but Phoenks explained that the statements in the OP are (limited) fate manipulation, not fate resistance. So my CRT now tries to give fate manipulation to Street Fighter characters (because I agree with what Phoenix said), and KingTempest and ActuallySpaceMan said they agree with it.
But Samanpatou said he agrees to fate resistance, something that I no longer seek to give with this crt.
I'm currently applying the crt but for some reason the Street Fighter pages slow down my pc so given the number of Street Fighter pages there are it's going to take a little while.
