Strange question... Atoms and Information manipulation Type 2

According to the Information manipulation page Type 2 is easily described as "fundamental building block of reality."

So.. if a verse says multiple times that "Atoms make up everything in the universe" from reliable characters.

Does that make Atoms Information Type 2 as they are a fundamental building block of reality?

If not what other context would be needed to help support it be information manipulation type 2?

Edit: It is a mechanism for "powers' and "Abilities." and reality can be rewrote through control of all atoms in the Universe.

No. Type 2 Information Manipulation is explicitly defined as the ability to alter a particular type of Information which itself composes reality fundamentally.

These characters can manipulate information, which serves as a fundamental building block of reality.

Not all "fundamental building blocks of reality" are inherently Informational in nature.

but like all other abilities the word "information" isn't a hardset rule as long as it shows "properties that acts similarly to information." Im curious what such properties would need to be shown.

If a thing is described to ''make up everything including reality itself'', we would rather give it Concept than type 2 information. The latter kinda involves computer-based analogy, data/file/info/code are among the most popular to be granted as such.

Make up everything including reality isn't concept either, because it is just assumption, and with assumption one can say that A make up everything including reality so are is both concept and information, so extrapolate the result without concrete evidences
