The context is, a character is saying goodbye and leaving. Then, when he wants to be searched for, he suddenly disappears. With this, does he gain the Stealth Mastery ability?

Should probably be enough, from the comments I also get the impression that he is a hitman or a sort of agent which could support the notion that he have stealth abilitites.

In this Manga, that character is indeed a hitman. In fact, he is also included in the list of the strongest hitmen in the narrative.

The feat itself is enough but with that extra support as justification should be more than alright to add it to the character.
