Goku's teleportation was also reliant on ki, while I'm not sure how it works for her, but becasue Cat Blanc's ki would be so tiny compared to Goku, I don't really think he could locate him becasue of that

There wasn’t really anywhere for goku to teleport though. And starlight can apparently teleport into Discord’s realm, but I don’t think she would escape because the universe would be destroyed.

So? You have to prove that the realm is part of the Universe. It's not some pocket dimension sharing space-time, all it does is pick people to embody chaos.

It's kind of is because she'd teleport to him instantly and has plenty of methods to kill from there.

And if there's no way he could reliably execute his wincon, that also require Starlight to use ooc moves for it, then it's likely a stomp
