Introduction
So, as I understand, we can do multiple layers of downscaling when it's appropriate. For example, Naruto baseline 7-As come from downscaling from 139 Megatons, and then their 7-B+s come from downscaling further. That is to say, we accept doing multiple layers of downscaling.
What this thread will propose is that Soifon downscales from the weakest SS Arc Captains to Low 6-B+. Weaker Captains downscale from ~38 Teratons down to baseline 6-B.
Argument
The databooks describe her strength as top class and of exceptional fighting skills. While in a vacuum that doesn't mean much, in the context of her being a Captain, and all of her fellow Captains being baseline 6-B to nearly 6-B+, it is logically inconsistent for her to be millions of times weaker than her peers. This is supported by Zaraki implying that Ichigo cannot defeat a Captain in his current state, coupled with seated positions being a meritocracy of combat power, and we get this implication that there's a baseline you need to reach in order to be considered a Captain. And to that is to say, being 7-B, which is the level of Ichigo when he has power of a 3rd seat, rather than saying she's relative to her peers (even if she's the bottom of Captain tier), isn't consistent.

Soifon and Yoruichi by extension should downscale to Low 6-B+ (whether that be likely or possibly) instead of scaling to 7-B. God bless.
