SpongeBob should have the pencil?

Nah, it would just fall as non-standart equipment.

It may be added in another tabber, somewhat like Bandana Waddle Dee´s page does.

It should also include the Magic Book if accepted.
 
It can scale with hi in size as we can see in the Doodle Dimension episode, so it can easily get to extended melee range.

The Limited on EE isn't necessary, and it would also have Reality Warping due to its hollow creations having the functions they represent without difficulty. As well as other powers like Life Manipulation and others I don't remember.
 
And that's why he should have it as Optional Equipment. While the rules of it aren't stated on a page yet many relevant users still use things characters shouldn't have on their Standard Equipment as something they always have, as they did for years. In the future vsthreads like that will have to simply specify if a character has access to that (or do nothing, if they don't), so there is no reason to not summarize this information on his profile.
 
Those users should not do so. Standard Equipment is just that, standard. If a character does not always have access to a weapon in combat in some way shape or form they should not have it listed in their profile.
