Just so you know he was put as being stronger than Triana Issei, and even without a hax like half dimension, one "DIVIDE" will do the trick.

In any case either Issei or Vali (which is worse) Tohka( full spirit form) LOSES.

Hax stomp for the dragons. Despite being a '7B' tier, the nature of their powers makes this leveling irrelevant. Issei can double his power every ten seconds and even in the first season as a weak reincarnated devil, he was able to withstand the stress of 20 boosts. That capacity has obviously gotten much, much higher as his current base form could be compared to his incomplete balance breaker when he fought Riser. He can go from town level to mountain level in a couple of boosts. Tohka would have to finish him in less than half a minute before he stomps her. (Am I the only one wondering what's up with his higher form's tiers being Island and Mountain level? I feel like they ignore the fact he can double his power every ten seconds. Either that, and/or people are interpreting his feats of beating gods as weaker than what they should be. Conversation for another time.)

Vali can divide opponents' powers in half and absorb it to empower himself every ten seconds. One or two divides leaves her a legless mouse infront of an alley cat.
