Gonna have to say Gyro, after going through most of Part 7, Gyro is way more broken then Will with Will only having mind hax over Gyro (yet Gyro has his own type of hax like that anyway plus more).

Will's only advantage is that he has way more ammo essentially for attack, but Gyro outranges and outhaxes and is way more versatile. And has a multitude of methods to sneak attack, and Gyro seems to be way smarter in battle, almost in a Joseph Joestar type of way while will kinda just knows how to fight well.
