If he gets webbed to the ground, how is he going to laser vision it all off? Not all of the web is going to be in front of his head. There's no way for him to reach webbing that binds his backside for example.

I'd say Spider-Man wins low - mid diff with his Precognition and massive LS advantage.

Spider-Man has his precognition and far superior skill to counter the ranged attacks and any other attacks, and once he gets close he can combine them with that huge lifting strength advantage. If he forces Homelander's face up towards the sky and webs his hands and feet, he can then freely wrap so much webbing all over his body, including to restrain his head so that he's stuck looking up. Homelander can't even fly away once that happens, since Spider-Man is holding him and his wall crawling abilities would have a grip on the ground. What's more, once Homelander eventually blinks, Spider-Man can also web his eyes shut.

So I'd say Homelander fires his laser eyes, Spider-Man dodges it and closes in. Homelander attacks with his hands, Spider-Man weaves around him, and then Spider-Man grabs onto Homelander, and from there he wraps Homelander up like the world's douchiest birthday present.

I'm not sure how much this helps in Gnomelander's favor but Spidey has a limit to how much webbing he can use and the webbing can lose it's strength and consistency overtime

Idk why people keep acting like burning webs is an immediate “Spider-Man loses” situation nowadays. He isn’t a one trick pony

Phoenks covered the reason why that can’t work above. Alongside that, Spider-Man’s much more skilled, and a guy like Homelander isn’t giving him anything new to deal with. Flight? Pretty standard with a lot of his foes. Lasers? Especially. To top it all off, Spider-Man’s SI would easily leave Homelander open. Aside from Homelander having a less than stable mental state, Spidey could easily goad Scorpion into attacking Ock
