Doc Ock probably wasn't being literal about his upgrades, as all they seemed to have done is give his arms new abilities
It's seems to be a similar case for Sandman, as all the soil seems to have done is make him radioactive
Also look at Sandman's face of pure joy as he breaks out of cuffs

Yeah Spidey can just straight up grab onto Sandman, he's only affected by the radioactivity and not the heat

Given its Ock, his word may have some credibility to it. Sandman is definitely more dubious though
