Speedblitzing and No-Selling

Something I've wondered, how much faster does one character have to be than another before we can say that they would speedblitz that character? Double speed? Triple speed? Quadruple speed?

Similarly, how much higher would their durability have to be than the opponent's Attack Potency before they can completly shrug off an opponent's attack?

I dont think there are actual speed difference,you just need to be faster than his reaction speed

I wondered about this myself for quite a long time. I don't think that there is an exact number though. And of course, it all depends from the context of the two characters as well
