speed vs power limits?

ok so lets say you put an 8-A character against a 7-C character who would AP stomp
but also, lets say the 8-A character speed blitzes
what are the limits to how far this gap can go and still be a fair matchup?

I think in a case like this it usually depends on the stamina of the guy who blitzes, but I'm not really sure

If the faster character has no way to bypass AP, then thought based powers without travel time or that are undetectable can easily win a fight. Alternatively a high enough AoE, if it doesn’t take time to spread or can cover every location the faster target could potentially go to (for instance a locked room or a narrow area), could also do it.
The methods for the faster character to win also exist, but seem less likely to be in character moves, for instance they could carry someone to an extreme environment and leave them there, find poison to use, stalk the enemy and destroy any food/drink they would consume, etc.
Stamina matters for both, since if the stronger collapses from exhaustion for an hour, that would cover the unconsciousness win condition, and if the faster runs out of stamina in range of the stronger they’re probably dead.
