inside versus thread often uses "speed equalized" the question is where is the speed equalized?

for example, Char A has a FTL speed of 100 and a multiplier of 10x
and char B has a Rail speed of 50 and is able to move FTE from an opponent whose speed is equivalent

if the speed is equalized to the lowest then
char A has speed FTL 5 after multiplier
and char B has Rel 50 + FTE

then this will be an advantage to a char which has a multiplier
 
Quoting VS Thread Rules:
Per default the following rules and assumptions will be taken if a match takes place in a speed equalized setting:

  • The combat speed of that faster character is assumed to be equalized to the combat speed of the slower character. Every other speed the faster character has is reduced by the same multiplier. This includes the speed of any attacks, projectiles, reactions, perception, flight etc.

Speed Amplification techniques are assumed to grant the same percentile of increase to a character's equalized speeds, as they would to their usual speeds.
If FTL vs Rel+, the FTL speed would be reduced in to Rel+ ( Same Value as the Rel+ one).
Character who have higher Multiplier or speed amps would Blitz the character who has lower.
