If it was via their own power and they can use sed power to fight then Creation can be equalized to AP and Tier.

it will only get BDE existence without type instead of 4D existence, for tiering it should be L2C.

One of the most vague shit i ever heard, it gives nothing aside from conceptual manipulation and space-time manipulation. At best it can give you somehow Low 2-C creation feat
People should stop thinking conceptual is something overly special, at least on this site
