Because they've only really ever fought in their Classic and Adventure counterparts. Even then, Adventure Sonic only fought Metal when he was beefed up.

As I remember, Modern Sonic never fought Metal Sonic in 1v1 without outside help

It's kinda silly though. Classic Sonic has beaten Classic Metal Sonic, and they were completely equal in strength in that fight. Sonic has grown stronger since then, and Metal Sonic was upgraded to match Sonic's strength. In other words, they've grown equally in strength. So nothing has really changed. Hell, it's even more decisive now, since Sonic has gotten new abilities since. But if we're using Neo Metal Sonic, than Neo Metal Sonic curbstomps.
