That speed value is also a decent lowball from the "Kazillion" Sonics. If you look at the comments, Darkanine gives an even higher potential speed value.

Yes it would. Though people in tier 2 tend to have acausality that negs fate hax unless that Mogul scan is enough to prove it works on type 4 acausals.
