Without the spellcard rules in place, Reimu beats Goku guaranteed. Her ability to "float from reality" (otherwise known as omnilock) was only put on a limit due to Marisa helping her create limits to apply to the spellcard rules. She can indefinitely be within this state if she wills it, even if he does outspeed she wins if she gets fantasy nature in first
