Hmmm. Interesting match-up

Goku has a significant range advantage to begin, but I don't know if he would abuse that in-character.

In terms of skill and intelligence, I'm not sure. On one hand, Goku is not the brightest or the most strategic intellectually, but iirc he was trained in martial arts from birth. Kaneki on the other hand is extremely intelligent, both book wise and skill wise, becoming proficient in several martial arts just from reading books on them and training for a bit, as well as being able to strategise new ways to shape his kagune and attack.

In terms of abilities - Ki blasts and the extending staff would surprise Kaneki a bit, but considering he has dealt with ranged energy attacks and staff type weapons, I believe he would be able to adapt quite quickly. Kagune on the other hand would be harder to adapt to as they can be shaped in pretty much whatever way Kaneki wants. Kaneki also has Low-Mid regen which is quite helpful

Another little tidbit - Kaneki would probably try to attack Goku's tail, seeing it as an enemy kagune, which would incapacitate Goku.

All in all I'm going for Kaneki here, thanks to his higher intelligence, martial proficiency and his ability to shape his Kagune to change up tactics and attack in different ways allowing him to counter Goku's likely higher martial skill. Regenerationn also helps

Even if the speed is equalised Goku still wins here with little difficulty, he has raided and stormed Red Ribbon Army HQ which was defended by people who have shown feats which top all feats from Tokyo Ghoul and he soloed them. Not to mention Goku's saiyan biology which always anables him to improve during a fight and eventually beat stronger opponents. Goku has strength and durability while Kaneki has intelligence (when not in Kakuja form). Saiyans >>>>>>>>>> Ghouls.
