He's got more versatility and his regen is good, but I don't think all of Goku's powers are fighting, some would be psychic, meaning Deoxys has to deal with a new opponent as there's no Fighting-Psychic legendary

I think this thing was discussed before, but none of goku powers are fighting type.

Well, since pre-senkai Goku doesn't have a key, the only "Frieza Saga Goku" we can use is the Low 4-C one, which would make it a stomp.

I'm still going with Deoxys because of Regen, Counter, and Mirror Coat. While Regen isn't as big of a factor now, it's still going to make him extremely hard for Goku to kill. Taunt would theoretically prevent Goku from going Kio-Ken which would keep him from going beyond his base form's power. Snatch would also be a good move that he could use against Goku (Steals either recovery moves or stat boosts like Kio-Ken).

Saiyan saga goku have no opportunity then, I think that Namek goku pre-zenkai should be added, he should be at least 5-B.

This is a near stomp in Deoxy's favor. Deoxys is resistant to all of Goku's attacks, has two types of Immortality and strong regen. I really don't see how Goku can win this.

This does look stompish.

Goku is 3 times weaker (assuming Kaiokenx4) outclassed in versatility, can't bypass the regen, on top of being unable to maintain this form without harming himself.

And no, we won't use Frieza Saga Goku. It doesn't have a 5-B key

Yeah I don't see how this isn't a stomp, Goku is baseline planet level with Kaioken×3 and barely above baseline with Kaioken×4, and at this point Goku couldn't even use the Kaioken for too long since it heavily strained his body and could cause him to die. Deoxys is 4 times baseline without the need of a life risking technique, add the regen and far more versatile set of powers and Deoxys should take this with ease.
