I'm going to have to go with Goku here. He has more tools at his disposal in terms of his ki energy. Gokudera only has his bombs and rocket bombs. In addition, Goku would destroy him in CQC. Gokudera is an excellent street fighter, but doesn't compare to a true martial artists. Those like Hibari, Reborn, etc, would slaughter him in CQC, hence his position as a mid-range fighter. But at this point he only has one long range option, and Goku can simply blast his bombs out of the air while proceeding to close the distance before dominating him in CQC. Gokudera doesn't have the tools to wall him out for his intelligence to play a factor.

Their 7-B versions might be a better match imo. But Goku takes this low-mid diff.
