Goku takes this. While he's only a little stronger and more durable, I'd make the argument that he's way more skilled as we've never seen Olga fight personally and the only time she stepped into the thick of things was to try and murder a girl who couldn't actually fight her.

Really the only thing I see possibly being a probelm is Olga's Ice Manip but she's only ever done that to a helpless victim. So yeah...
