Some curiosity regarding tiering system.

It was established that the qualifications to enter a certain tier is to be able to create/destroy something of that level. However I got curious about some case that I'm still not sure counts or not.

1. If a character use natural occurrence to cause damage. Ex. A normal person push a rock down from a cliff or released a dam and it destroys a wall, would that character become tier 9?

1.1 In case that the occurrence happen from char's own ability. Ex. Manipulate water to crash down a wall but can't do so if there's no water.

1.2 In case that the occurrence happen from char's own luck or luck related ability (probability manipulation) Ex. Able to cause accident that result in the destruction of the 9th tier object consistently even though the char have 10th tier AP.

1.3 In case that the occurrence happen from char's own intelligence. Same with 1.2 but instead of accident, it's planned.

2. In case of snowball effect, would the character be tiered with the feats or the energy used to create said feats? Ex. A char use Mountain level energy to create a microscopic black hole and said black hole increased its own mass by absorbing things around it and eventually destroy the world. Is this char mountain tier or planet tier? Would the same case apply to something like creating a self replicating nanomachine or zombie virus?

2.1 In case that the effect happen because of the environment. Ex. A char attack from a high position and the attack got amplified by gravity.

2.2 In case that the effect happen because of the material used. Ex. Using 10th tier energy to initiate nitroglycerin explosions.

2.3 In case that the effect happen because of the chain reaction chemically or physically. Ex. Using 10th tier energy to initiate nuclear fission on an atom and it cause other atom to also fission resulting in a 7th tier nuclear bomb.
 
The energy produced by the feat should directly come from the character to be applicable to regular AP. If the feat isn't produced directly by the character but can be reproduced in most situations (Such as 2.3, 2.2 or 1.1), it can be added to the profiles but specified to only be through one specific way.

Which means stuff like 2.1, 1, 1.2 shouldn't be applicable. For 1, what would be applicable to the character would be the energy needed to push said boulder in the first place.
 
In case of 2.3, 2.2, 1.1 is it only applied to AP or will it also affect overall tier of the char? And about 2, the AP would varies depended on the size of the target even if the char can reproduce the same feat consistently. So how do we rate AP is this kind of situation then?
 
Both Tier and AP match other. If you have "Human level, Town level with nuclear fission" then your Tier would be "10-B, 7-C with nuclear fission".

For 2, it depends. If the attack truly depends on the size of the target, a "Varies" for this specific attack might work, with the maximum noted as well. Something like "7-A, Varies, up to 5-B with Black Holes".
