I was surprised to see that neither Berrus (and the other hakaishin) nor Zeno had
"social influence."

Zeno's
mere presence terrifies all other deities and causes them to immediately bow to him in fear and respect.
Beerus and the other Hakaishin by their status as "God of Destruction" who are feared by the people who know him

They should have it based on their Social Position, Reputation, and Instigating Fear.

this feels very cheap since people are scared of them basically because they're just strong and whimsical?
Yes, their strength is part of the reason, but " Social Influencing" is defines as the ability to gain obedience/compliance through intimidation, authority, or manipulation. The fact that the fear comes from their strength doesn’t change the mechanism : it’s still social. Characters around them adjust their behavior before any fight even happens, purely because of their reputation. I think this should be enough to justify giving them the ability ?

Social influencing also works via instigating fear.
