I made a thread with this awhile back but it didn't get much traction and I lost the link so...
Simple enough really. When I was making the profiles, I mistook Vikaralamons earthquake as City level, but it was actually calc'd at Town level+

It would scale to WarGrowlmo, Taomo, Rapidmo, Guardromon (Runaway Locomon), Antylamo, MarineAngemo, Cyberdramon.
Upgrade
In hindsight, I think the mega-levels (except MarineAngemon for obvious reasons) should be Planet level, as they were never really seen as weaker than Gallantmo or Beelzemo. Megagargomon himself managed to injure and temporarily defeat Zhuqiaomon (who should be at least as strong as Beelzemon), and Justimon consistently fought by Gallantmons side.
Theirs a bit of an issue with Sakuyamon, as she doesn't have much DC/AP feats, but I think "Possibly Planet level via power scaling" should work.
