skill and speed equal

is melee skill affected by speed equal? I'm taking abut characters like the ones from riordanverse, who rely near-entirely on not getting hit.

If you are good at dodging you remain good at dodging.

Dodging something that moves as fast as you is perfectly doable, actually quite a lot of dodging feats end up being slower than the thing that you are dodging
