I think this is too speculative based off of a single unexplained scene. Maybe if Goku has shown the ability more than once it'd be more plausible but currently there's no explanation for why Goku would be able to negate regeneration. Goku has also injured characters in prior arcs in DBS manga who were still able to regenerate.

idk if I agree with this. We don't know for a fact that gas couldn't regenerate his horn. Fact of the matter is that gas was pretty feral here. His sole purpose was to kill goku and vegeta while being manipulated by his brother. His body was also falling apart because of the wish which is exactly why he looked like a zombie, so that could explain why he didn't regenerate. I just feel like there isn't enough proof to conclude this. Vegeta also messed up his arm with a kick and when gas got a resolve amp and buffed himself up to fight frieza, it healed sort of. Its really weird, but its definitely not regen neg.
That move regenerated every wound on his body except the one I highlighted. That'd mean he purposely didn't regenerate that single wound despite being able to. Surely that doesn't sound logical to you?
Which would mean there's another reason for why he didn't regenerate his face and horn. What logical and beneficial reason would Gas have to purposely leave out the wounds on his face when regenerating the rest of his body? His face and horns did regenerate when he previously regenerated his entire body, too.
Ngl, i do agree this is speculative, like probably he didn't bother to regenenate that part, also, isn't he in a meltdown state, his body decaying?, it could be that in this stage he couldn't regenerate anymore, anyway yeah, i'm not really supporting this, it can be interpreted in various ways

This seems like nitpicking out a moment to justify this. Are there other moments he negates someone's regeneration? I disagree as it stands unless there are more instances of this happening.
