Well, I'll make this quick, since it's not that complicated.
The first change should be the player's name to The Watcher, their canonical name.
The Sim got a few new abilities and perks, but they boil down to charisma and emphatic manip, so only mentioning the new perk that stack onto that should be enough.
And lastly, their tier...
The sim are 8-C because they are capable of absorbing, and creating, lightning. The problem is that they never use all of the energy that they absorbed at once, and that magic varies in potency greatly. There is the possibility that, say, a mana arrow has the same potency, but it might also simply be as strong as a normal arrow.
Thus, I think it should be at least 9-B (can fight off a white shark), possibly 8-C.
