Small Building level+, verging on Building level (0.239 tons of TNT when the baseline for Building level is 0.25 tons of TNT).

It depends on the way the current passes through ones body ,that's why when we say survive we mean not by luck but because the person can withstand the current passing in a bad way.So the correct answer is as said by The Everlasting Small Building level+.
