I have to admit that I have basically no knowledge on Belmont, but comparing their pages I think that Mr Drill should have the upper hand. He is way more versatile in terms of hax (teleportation, probability manip, spatial manip, and the whole load of hax he should theoretically have given his level of spiral power).

The Digger has more powers than Belmont. Altrought Belmont probably has more combat experience than Simon, but that is moot compared with how many powers The Digger has
