Thor definitely. not only has Thor been shown as slightly more powerful for years, but by feats he would definitely win. SS has even stated that the power of mjolnir is greater than his power cosmic.

When Silver Surfer stated that Mjolnir was more powerful than the Power Cosmic he was referencing the enchantment on Mjolnir, you know the one placed on it by Odin.
In laymans terms he was calling Odin more powerful than himself.
Unless of course you are going to say that Mjolnir is more powerful than Galactus's Power Cosmic because as i'm sure you know Galactus posesses the exact same Power Cosmic as Silver Surfer just a greater amount.

The reason they are "head to head" in their fights is because Silver Surfer is usually either trying to talk to Thor, calm him down, or get knowledge on something whilst Thor is usually in a killing mood.Peter "Quicksilver" Maximoff said:
