Shigaraki gets stomped in that case (8-C), he doesn't start with his city wide decay since his arm is already destroyed from using it once.

If speed is equal Chisaki stomps. Koku have the AP to hurt Chisaki (his strongest form has 7-A dura) and the instant he gets in close, he would just get touched
