What stops Shigara from summoning White Queen?

Iblis has passive stamina drain/mind/fear hax that covers tens of kilometers.

She has forcefields that protects her from magic and stuff like that iirc

Iblis doesn't use magic, because magic doesn't exist on the verse (what the supernatural stuff is, is anyone guess). Her 4-B forcefields aren't passive, she has to throw something similar to a can to activate it.

And the drain is only with stamina, the others are regular mind and fear hax.

Stamina drain is nullified (the protective circle keeps summoners capable of summoning no matter what), Mind Hax is nullified by the protective circle.
I admit I should probably extent on what the protective circle blocks on the page, rather than just saying "anything any summoned being can do".
Unless the mind pollution is so fast that it can stop her from starting her first technique he looses.

But is it instant?
I.e. does it defeat an opponent in range so fast that it doesn't get to do even a single action?
The wiki of the series makes it sound like the effect would take some time to completly overwhelm the mind of an opponent with extremly strong will, especially on distance.

That's... Totally wrong. As soon as you get into Mental Pollution's range, you suffer its effects.

You suffering its effects doesn't mean you are instantly incapacitated or incapable of fighting.
Hax still needs to take affect, she suffers then affects while trying to summon, summons, and Ragnarok is gone fighting the White Queen.

Yet, it forgets to mention the Syvalles girls needed both Elixir (which grants resistance to mind hax) and keeping around 100 meters of distance to not be affected by it.

Except they need resistance to mind hax to not be affected at that distance. It works on tens of kilometers when you don't have resistance, as shown with the random girls on the Academy.

Yes, it is instant in the moment you get into Iblis' range you get paralized from fear, meaning that she won't be capable of do anything, because Shigara needs to make a move to activate her protective circle, that she won't be capable of doing because she is paralized, starts seeing illusions, and gets her mind controlled by Iblis.
Sacred Eclipse is another example of this, she obtained Mental Pollution from Iblis and in the instant someone entered her range that person got instantly paralized from fear and Yoruka said that getting into her range would mind hax her.

And unless you show a feat of someone 4km away from the thing instantly being taken out without being able to do even a single move, that would be what happens if you paralyze her.
