There's 2 main things I've seen that would definitely bring up Shibuya yujis stats which is important for later scaling one of them seems somewhat obvious to me while the other I'm not 100% certain of
First off Shibuya Yuji's Max power Black Flash one shot an (albeit already weakened) Instant spirit body of distorted killing Mahito which is on his profile but its only listed as "Higher"
The second was Yuji dodging piercing blood which couldn't use anything above Subsonic+ because of Naoya's Mach 3 Statements, although as I stated above im not 100% certain because we still don't know how much piercing blood decelerates however considering the calc, even when using half of piercing bloods travel speed, it still put Yuji at Transonic and Yuji states he can dodge it 50% of the time so 50% speed seems reasonable to me (the calc used Mach 1 for the speed despite it being Mach 1.5 so the 80% end still works)

A counter arguments to this:
"But Naobito is the second fastest and he's only subsonic+!"
Naobito is the 2nd fastest, but that's a travel speed feat, his reactions are likely higher especially when human Naoya is already put at Transonic and Naobito is supposed to be faster than him

Oh yeah and for how this would effect scaling, all grade 1 sorcerers and High-Special grade cursed spirits would scale to Transonic reactions, this list would include Transformed Dagon (Base form probably downscales to Subsonic+ due to naoya blitzing), Jogo, Mahito, Hanami (Maybe), Choso, and every Grade 1 Sorcerer
This also lines up with Yuta saying Yuji is fast, as he gets faster during Extermination arc making him Supersonic, and there's no reason to say yuta was holding back in terms of speed because unlike AP, if he doesn't hold back his speed he wont just kill Yuji
Plus Yuji and Choso can still somewhat react to Supersonic+ characters like 16F Meguna and Yuta, they clearly aren't as fast but they aren't getting blitzed

I think that would put his Max Power black flash at at least City Block level+ due to how strong Mahito's ISBODK was, he might be Multi-City Block level but I'll let the comments decide that, it also makes sense from an upscaling standpoint, Shibuya Yuji (City Block level) < Black Flash < Max Power Black Flash
