She-Hulk is at her baseline and as for the numbers corresponding to her tier, they are evidenced in this link that calculates her AP at about 0.015 Tons.

Crossbones is in his 8-C key with his gauntlets, and as for the numbers for his tier, he is capable of harming a Post-Age of Ultron Captain America, who in turn was capable of performing this feat which clocks in at about 13 Kilograms

I also question that. Because in the series during a brief bout with smart hulk (who was holding back), She-Hulk was still capable of reacting to his attacks and even pushed him back a little.
