I'm gonna give it to Ryu; better versatility, more skilled IMO, and fought ancient demons and gods often.

I'll say Shao Kahn via combat experience, forcefields that can handle Ryu's ranged attacks, and low-godly regen.

I vote for Ryu too. He has way more weapons and more techniques he can use to fight off Shao Kahn; the problem would be that Kahn can steal his soul.

Ryu has defeated various gods and demons with similar abilities to Shao Kahn if iirc, including Low-godly Regenerationn and soul stealing. Ryu also has impressive hax such as BFR'ing enemies with a micro black hole.
