Our current rating for all of the youkai is unknown, I think this should change do to the youkai having scaling that should put them at Low 1-C.
The youkai are very clearly established to reside in another dimension. While these scans don’t directly state it’s talking about higher dimensional constructs, this seems to be the most reasonable assumption for multiple reasons. For one the term different dimension has been used multiple times to refer to higher dimensions. On top of that are youkai portrayed as higher beings that are beyond humans, having to sent special manifestations into the human world as they can’t perceive their true form. The need to require special bodies is also another trait they share with the higher dimensional ryuun who have a physical and an astral body. And the reason why simply existing in those higher dimensions would scale you to a higher tier is simply because of how 07th expansion treats higher dimensions. Everything from a higher dimension is beyond even infinite objects in a lower dimension. And higher dimensional entities are described as omnipotent in comparison to lower dimensional entities. So yes simply being s native inhabitant of these dimensions should upscale all the youkai to Low 1-C.
