In Fate SN, he struck "lightning-fast", which might sound hyperbole, but he has a feat to back it up so I think its fine

Achilles with his Troias Tragoidia, Tempestuous Immortal Chariot flew at light speed in Fate Apocrypha Volume 4 Chapter 4. He can react to himself while riding this chariot.
If you disagree with relativistic and higher, I suggest MHS+ at the very least due to lightning timing
