Okay, so this is gonna get a little interesting. So, we got Senku Ishigami, the main protagonist of a very scientifically-oriented manga series, against Baldi, whose power level is comparable to Tsukasa (both have one-shotted comparable things). Both combatants get twenty minutes of prep, the Petrification Device is restricted (which makes sense since Senku didn't have that thing for 178 chapters), and the battle takes place in Baldi's school. Here are the profiles.:

Baldi: 0

Does Senku get any prep or optional equipment? If not, he barely has anything useful as standard equipment, and he himself is aware that he's nothing more than a pushover for a physically athletic person. So Baldi wins.

If he has some optional equipment, Senku wins due to sheer versitility with sulfuric acid, possible 9-A explosives, carbon-fiber shields, tazers, pistols, etc.

Oh, my apologies. I didn't see that until I reread it more carefully.

In this case, does his prep begin in the school, or in his village?

With twenty minutes Senku should be able to make up a couple of nitro-bombs.
What can Baldi do with prep?
From how short the game is, it should be enough to allow Baldi to have his school set up in a way that traps Senku within the school (aka pretty much normal gameplay). Hallways aren't exactly good arenas when it comes to battlefields, so Baldi would have a field advantage unless Senku makes exploring the environment part of his prep time, which would be a natural thing for a scientific mind like Senku to do. Come on; isn't science about exploration?

I strongly believe Senku wins with medium difficulty. While the traps in the school will put Senku at an initial disadvantage, during the collection of the second notebook, Baldi is slow enough that Senku will have time to fully explore all the traps and come up with solutions against them on the spot. This is particularly important, since Senku will have his science equipment with him, which the player normally does not have to counteract the traps. Also, Baldi himself will never reach peak speed, because Senku will never get any questions wrong, other than the third question of the second notebook and onwards. Senku can memorize the layout of the entire school, which the player is normally unable to do, and can find all the notebooks, and instead of immediately collecting them, he can simply learn their locations and calculate the most optimal path to collect them such that he can escape. The traps will present a problem earlier on in the beginning, but if Senku manages to survive past the second notebook, which he is basically guaranteed to, then his win is guaranteed.

Gee. This might be the first time Baldi loses to someone not by being overpowered, but rather by being outwitted.

Hey, look at that. Grace is over.
Yep. Added in the results. It's interesting how Baldi lost to someone who, rather than overpowering him, outwitted him.
