Well, Kyo has a higher AP but that's all he's got. I think Scorpion wins because he's got more abilities and immortality.

I mean, Kyo oneshots Scorpion here but it doesn't matter thanks to his teleportation which should help him dodge it and his immortality should cover that should he get hit. Once they're in the Netherrealm, it's game over for Kyo.
