All of Buddha's advantages, downgrading the stats of heroes, his charisma, and hand-to-hand combat skill are effectively worthless in this matchup. His only hope is to to nail her with his Noble Phantasm, but it's explicitly stated as being unable to completely save those who are already above the realm of humanity.

Although Tiamat can't leave the sea, she is more than capable of sending an infinite flood of monsters that can hurt 5-A characters like Enkidu, and her Acausality will be too much for Saver to work with.

While it'll be a battle of attrition, Tiamat should take this in the end.
