Does Sans have an attack that affects the entire battlefield? Bowser just duplicates himself to overwhelm Sans until he reaches and one-shots him. Bowser can also affect his emotion with the Vibe Scepter, make Sans angry and let him lose his cool. Teleport Spam won't help either cause Bowser can teleport too.
Bower might or might not stomp but it's clear Sans isn't winning this.

Erm, yeah, he will. He could literally hit him at any time if he wanted, since Sans can't dodge forever. Even then, Bowser can seal or BFR him away.
