I'm actually gonna go with Konan here.

Yes, Sakura is more than capable of turning her into red paste if she manages to connect with a punch, but the problem is that she won't be able to due to Paper Dispersion.
Speed is equalized too, meaning Sakura can't just blitz and one-shot before Konan gets a chance to activate her Jutsu. (Not that she'd be able to anyway, since Konan is able to catch Tobi off-guard and tag him with her explosives, even when he casually reacted to a bloodlusted punch from the Raikage)
Sakura has very good regeneration, but Konan will just keep relentlessly coming at her with paper bombs until there's nothing left of her.

Oh, I guess sakura doesn't have any kind of elemental ninjutsu so she can't really counter that without catching konan off guard which isn't happening. So I guess I vote konan.

Couldn't Sakura just like destroy any attack Konan throws at her? It's just paper, with enough DC she can easily just blow them away with a punch or dodge?? Plus she has healing on her side? I doubt Konan is doing any serious damage.

And looking at Konan's page her stamina page is only rated very high because of a move that requires prep time (that isn't in this match), so I'm inclined to think she has above average stamina which Sakura for sure has more. So Sakura could just easily:

A) Play the waiting game, inside of Katsuyu (if that's allowed)
- Or use Katsuyu's acid (though she can just use intangibility)
B) Jump around/Dodge (nothing in Konan's arsenal inhibits Sakura to do so
C) Block (Not so sure about this one, but with healing sure)
D) Try hitting her with shockwaves (punching the air)
E) She can use knockout gas with poison (Konan has no resistance to poison nor sleep inducement)
- Assuming that just throwing the gas on the floor won't work, since Konan can just fly, seeing how smart Sakura is she could potentially connect them with kunai's and throw them in the air, or make a flashbang which would blind her, then throw a kunai with sleeping gas right after, knocking Konan out.

I don't really see Konan winning, at least not nearly as much as Sakura. Sakura takes it 7/10 or 8/10

Excellent point, if sakura summons katsuyu, she can bypass konans intangibility with acid and this acid is strong enough to threaten orochimaru so konan isn't surviving that.

Konan can fly, the only reason Jiraya got her with his oil is because he held her still.

Continuous paper-bombs that were able to dodge Tobi are not things Sakura has the luxury of just letting it hit her.
