If it isn't, going with SCP 682 due to insane Regenerationn and adaptability.
 
682 adapted to being 5-A with something FAR less powerful than Saitama.

One Punch = Adapation to 5-A = Stomp
 
Saitama strategy in fights is punch it and hope it dies.

And he's up against someone who fights through attack reflection and power steal.
 
Scenario:

Saitama casually punches 682. It explodes into viscera. Saitama starts to walk away as it reconstitutes itself, and Saitama notices. He lets off consecutive normal punches. It explodes again, and regenerates. Saitama let's off conscecutive serious punches. Again, it explodes, and reconstitutes. Saitama then punches it with all of his strength, excited, thinking that he finally found a challenge.

That excitement turns into horror as he realizes that this thing is now stronger than him and is now ripping him to shreds.
