I agree, mostly.

I don't see the point in having a Toei version of the Sailor Scouts... But I have no problem with notable filler characters or Movie Villains.

Honestly though if I'm only using characters exclusive to the anime it really doesn't matter as the only people on that level in the Anime are Galaxia, Usagi, Chaos, Kakyuu, and the Starlights with Kakyuu's Power, all of whom have canon counterparts.
