Otherwise, about the changing Tiering, Base Galaxia will be High Universe level (comparable to Infinite Silver Crystal) will that change anything about the profiles?

It might scale back some of the Senshi they face towards the end of the series in my opinion.

I'm not sure that they would all be more powerful than Galaxia's base, since she is the strongest person they fought at that point.

However, where does High 3-A explicitly come from? Is it just being inferior to a Low 2-C being?

The basic form of Galaxia is High 3-A, Scaling to the Infinite Silver Crystal (low end)

The problem is that we have to solve a major problem, that of nehellenia being Universe level or Universe level + because if she is low 2-C base galaxia would be low 2-C via the declaration to be astronomically stronger than all the enemy of sailor moon

Sailor animamates are weirdly forced to be High 3-A. Its just the only place to put them.

She isn't. Nehellenia never performed any space-time feats on a universal scale. She does have reality warping that should scale to her control of her physical universe though. As the mirror, and the universe, depend on eachothers existence.

Plus the senshi should already be decently into Galaxy level by then. They receive a few power-ups as per the norm.

Galaxia's base form is a complicated situation for me. She never had any decent feats other than being stronger than all the other villains, and the reason we rate the senshi and animamates at High 3-A is because they certainly aren't two infinities below Sailor Moon. At least only one infinity via the Silver Crystal having infinite power.

For me, High 3-A is the best place to put her. A few of the animamates being stronger than that form means nothing, as she still has her hax and immensely stronger senshi form at her call.

However we should probably discuss whether the Sailor Moon universe is infinite. Since they refer to it as a Static Cosmos when its being restored.

Makes sense with all the space-time hax and infinite power claims.
