What tier is Galaxia?

Hello everyone, I have a question about Sailor Moon Galaxia. Should it be tier 2-C or tier Low1-C ? I want to know the answer, please answer.

Still needs her achievement at that level to upgrade her to low1-c. Without it she will remain at level 2-C

I doubt this will happen, there are already more than three topics with the same proposal and more is a discussion rule
