Ryuuko definitely has the speed advantage. But is this OVA Ryuuko with Scissor Blades? 'Cause OVA Ryuuko got that Mountain level feat with the Scissor Blades. Befofe that she would be around MCB level by fighting a clone Satsuki. If Ryuuko has Scissor Blades she wins.
