Ryu was able to fight akuma who in alpha 2 can one shot islands and akuma trains 24/7 so if we heavily low ball it we can say by 3rd strike he is small country level. ryu also beat bison many times even with the black moons which allow him to go all out at full power without using the final bison from which one shots cities. Ryu is also able to keep up with chuns kicks even though he says that it is hard to do so but he still did it and chun was able to kick bullets out the air.

in the anime films ryu casually doges and walks though bullets as well as c.vipers flame kick which is powered by the boosters in her boots which project enough force to have her fly in the air. Ryu also defeted alex who beat gill in both the comics and games. In the comics gill was able to move lare country sized objects with his mind.

Gouken has said that ryu can throw a hadouken as powerful as his and he can keep up with akuma who is small country level via training and powerscaling (and thats a low ball, realisticly he chould be country level...this is base form as well so with the Shin/Oni mutipliers he chould be large country or 6-A but we don't know the mutipliers for sure)

either way he is faster and stronger and liu is a sholin monk meaning he usually doesnt want to fight so outside of MK he has little exp. while ryu fights all the time. also ansatsuken has more fighting styles in the art (kung fu, boxing, judo, karate, etc...) and liu only uses a champoo syle with kong fu and jeet kune duo. liu has it in defense and will to kill tho

.... its hard to say with the limitations but ryus fighting style is more technical..... but liu has better striking force via punching though shao kahn...hmmmmm.......h2h Ryu will give liu a hard time, although if ryu messes up, lius punching force will really give him a run for his money but in a fire fight hado beats chi by a long shot. the most we see of lius fire is in shoalin monks, liu has a fire combo ending with a flame burst but it barley even wall level..... if ryu plays his cards right he can take the win but with difficulty as how liu has been out smarted before by raiden and the deadly allieanice
