I would say starting distance is the deciding factor here. If they are within melee range then Ryona should take it, but if they are at a distance that Hol can fire a few shots before she gets in range then he should be able to take her out

Unlike what his gun may seem, he is more of a sniper character who can kill other City Block beings in 2 or 3 shots
 
Yes, but Hol has the advantage of pretty much not having to aim at all so he can just pull the trigger first and guide it after, were as she has to somewhat aim. She has the melee advantage by far
 
Ryona takes close range for obvious reasons. Hol Horse takes it for mid and long ranges. He can use his infinite bullets to hit hers' out of the air and then turn her into swiss cheese by guiding them around.

Also, does Ryona need to reload or are her guns infinite ammo like The Emperor? If it needs reloading, Hol Horse has an even greater advantage.

She does in fact have infinite ammo.

Also if he tries shooting her bullets out the air, his bullets become frozen as hers freeze on impact.
 
Does speed equalised affect the speed of Emperor's bullets? Or Hol Horse's reaction speed?

Or are we taking that both their trigger pulling rate is same?
 
1. If bullet speed is not affected, Hol Horse blitzes with MFTL controllable bullets.

2. If reaction speed is not affected, Hol Horse likely dodges everything with his MFTL reactions.

3. If fire rate is equalised, Ryona shoots 4x of Hol Horses bullets and provided 1 and 2 are not happening, eventually outshoots HH after a long fight, despite him having controllable bullets.

Also, frozen bullets is a non-factor. HH can still control them.
 
In that case, Ryona wins after eventually outshooting HH after a long gunfight. She does have a 4x rate of fire over HH's 1x after all. HH will be too busy fending off her 4x bullets to actually attack her and she can close the gap between them and beat up HH as she fires.

Voting Ryona now but feel bad for HH. Speed equalised feels unfair sometimes.
