Going off the Damus vs Jay threat, Bolt's timestop is planetary in range, and he can focus that onto ryn's personal timestream. Ryn can Haiana x20 it and probably oneshot past Bolt's regen, but that's a last resort tactic. It also looks like Time is Bolt's main thing, so...

Bolt can also manipulate the molecular bonds of his opponent, turn intangible, can through dimensions with Chronos Slash, and age opponents into dust.
 
Molecular Bonds can probably be No u'd by saving throw, magic has NPI, and Chronos Slash is resisted cuz BFR and Spatial manip resistance. Ryn just can't do anything against his time hax.
